TeeChart 2013 and TChartAxis.OnDrawLabel event

In TeeChart 2013, the TChartAxis.OnDrawLabel event handler is not called with the actual label value and the label value returned by the OnDrawLabel event handler is ignored.
I guess the source code in TeEngine.pas, line 5036

has to patched in the following way
